The horizontal dimension is about understanding the basics of how an effort to change an organisation needs to progress (see Organisational Program Framework (01)). Just to remind you .......

To explain the flow:
- Looking left to right we have - "this requirement is going to be satisfied by these solutions that will be transformed by these vehicles or processes".
- Looking right to left we have - "these vehicles or processes will transform these solutions to satisfy these requirements".
- If we go from the centre out, then we have - "these solutions have been designed to satisfy these requirements and will be transformed by these vehicles or processes" or "these solutions, to be transformed by these vehicles or processes, when complete will satisfy these requirements".
Now if we combine these vertical and horizontal dimensions and place them into the Australian Defence context, we get something like the below.

Note that the arrows mean we have flows from left to right, right to left, top to bottom and bottom to top of course.
In explaining each of these levels in their context, I may be a little vague on the terminologies currently or actually used for various reasons (I am no longer that current on the actual terms used or there may be security classification issues involved). So let's start at the strategic level and head across the diagram to view the flow from left to right.
