Continuing on from Organisational Program Framework (01). The next dimension, the horizontal dimension, is about understanding the basics of how an effort to change an organisation needs to progress. I have touched directly on this in my previous blogs at Project Knowledge Sectors (01), Project Knowledge Sectors (02), and The Business Plan and Projects. So I need to return to the knowledge sectors idea to explain the horizontal dimension. This is how I explained the knowledge sectors for the system:
- Requirement for the System. This is the requirement for a system of some sort such as a new product, new software, a modified facility or even a new organisational location. There are numerous ways to currently articulate this including user and system requirements, architect's brief, developers guidance, customer requirements, and use cases to name but a few.
- Solutions for the System (Deliverables). The solution space for a system should describe the design of the system in terms that make sense to that industry, system user or customer as well as the builders/developers of that system.
- Process to Transform the System Solutions. This is the processes that are to be used to transform the solutions from their current state to their required future states to bring the system into existence or to change it in accordance with the requirements.
I have illustrated this below in a more generic sense.

To explain the flow in slightly different way from Project Knowledge Sectors (02):
- Looking left to right we have - "this requirement is going to be satisfied by these solutions that will be transformed by these vehicles or processes".
- Looking right to left we have - "these vehicles or processes will transform these solutions to satisfy these requirements".
- If we go from the centre out, then we have - "these solutions have been designed to satisfy these requirements and will be transformed by these vehicles or processes" or "these solutions, to be transformed by these vehicles or processes, when complete will satisfy these requirements".
